Johnstown Standoff Arrest

Johnstown police say a local man is behind bars following a three-hour standoff Sunday night.

Authorities say officers were initially called to the 700 block of Railroad Street, just before 8 p.m., for a report of shots fired.

According to the affidavit, police say the caller claimed that her upstairs neighbor, 42-year-old Andriese Ingram, had reportedly fired two shots outside her residence following a dispute.

Police say video on the caller’s phone showed Ingram outside the residence “acting irate” and talking about “smoking a big bag of crack cocaine.”

Authorities say officers also reviewed text messages that Ingram had reportedly sent to the caller about breaking into the basement of her home.

Upon further investigation, police located two spent shell casings outside and then attempted to make contact with Ingram via phone.

Police say Ingram claimed that he was the “victim” of the dispute and told officers that he was not home and that he would not speak with police until his landlord arrives.

Authorities say 911 dispatchers were able to triangulate Ingram’s location to his apartment along Railroad Street and police set up a “perimeter” around the residence.

Police say after three hours of attempting to “negotiate” with Ingram, he exited the residence without further incident and was taken into custody.

Officers noted that a black handgun was found inside the apartment and Ingram’s prior criminal history prohibited him from possessing said weapon.

According to online court records, Ingram is being held at the Cambria County Prison on charges of illegal firearms possession, reckless endangerment and disorderly conduct.

His bail has been set at $100,000.
