Too little too late.  Pennsylvania's Auditor General says Penn State and the Board of Trustees have made little progress toward transparency one year after the Sandusky scandal came to light.  Jack Wagner is calling for big changes which include the role of the University President and the Governor.  This 120 page recommendation with a blueprint for the Board of Trustees.  Jack Wagner says the President needs to be removed from the Board and the University must open it's records.
