Despite plans for financial recovery the city of Altoona's new budget proposal shows a 2.5 million dollar deficit. The Altoona Mirror is reporting there is less than half that amount set aside in a fund to offset the deficit. Officials say they knew this problem was coming which is why they applied to be considered a distressed municipality. The team spearheading the recovery effort will present it's proposal next month.
