The City of Johnstown is marking 20 years this week as being classified as a distressed city.  The decision was made to file for Act 47 two decades ago in hopes of receiving assistance to avoid financial collapse.  The Tribune Democrat reports in 1992 the unemployment rate was as high as 13 percent.  The city says they have come a long way but still have a long way to go.
