With only fifteen minutes to spare, Governor Tom Corbett signed the twenty seven billion dollar State budget into law just before the midnight deadline.  The highlights, there are no new State taxes for residents, businesses are being given two hundred and eighty eight million in tax cuts to encourage growth.  Families on welfare and many child care programs will see cuts as well as county run health and human services.  Educators are breathing a big sigh of relief too.
