It is official, for the first time in 25 years Westmont Hilltop School District in Cambria County has adopted a budget that doesn't require a tax hike.  The Tribune Democrat reports the board actually trimmed an additional 118 thousand dollars from the 19.6 million dollar spending plan that was tentatively approved in May.
