Rumors have been swirling over two vacant lots along Scalp Avenue in Richland Township.  FOX 8 found out there is no plans for a Kohl's or any other department store.  We talked with the Richland Township Planning Commission and they say they haven't been approached by any business to move into those spaces.  They say the land owners are just working to make the lots more appealing to attract potential businesses.
