A Centre County man has been charged after police say they discovered dead animals and deplorable conditions on his property. Police say 64-year-old Joseph Fahy has been charged with animal neglect and cruelty to animals. According to a criminal complaint, police received several calls of dead cows in a pasture and poor living conditions on a farm on Penns Valley Road in Spring Mills. When state police arrived at the property Dec. 1, they say they could see two dead cows in the pasture and a small calf that was barely alive. Police say Fahy would not let them on the property so a search warrant was issued. According to the complaint, on Dec. 5, police found two pigs in poor conditions with no food or water, there was also a fenced in area with numerous skeletons of what appeared to be goats, and a cow that appeared to have died standing from sinking in the mud and not being able to escape. Fahy is facing over a dozen misdemeanor charges.
