Osceola Mills is under a local emergency, according to the Columbia Fire Company. The station said it has opened a shelter at their headquarters and another shelter is opened at the Catholic Church in Osceola. The fire company said that Curtain Park Court and the Newtown and Logan Road areas were hit the hardest with flooding and several residents had to be evacuated. The American Red Cross is responding to the area and will be visiting residents in the heaviest hit areas and will provide them with cleanup kits. The Philipsburg-Osceola School District closed all schools Tuesday.
