Former Bedford County District Attorney Bill Higgins was disbarred Tuesday. The Pennsylvania Disciplinary Board said they disbarred Higgins after receiving a resignation statement. The board said the statement will remain under seal and the disbarment takes effect Aug. 9. Higgins was charged in April with 31 counts related to misconducted in office. He resigned from office that same day. Attorney General Josh Shapiro said that Higgins traded his power for sexual favors. Higgins officially entered a plea deal in May that saw him avoid jail time, but under that agreement was to lose his law license and pension. He is scheduled to be sentenced Aug. 17.
