Altoona Regional is taking the first steps to negotiate a deal with UPMC.  The Board of Directors for the health system signed a non binding letter of intent.  The health system has been in serious talks with UPMC since November discussing a possible affiliation.  Officials with Altoona Regional say they looked at several potential partners but chose UPMC because they can help bring new technology and expertise to the region.
